- House Democrat: Collin Peterson of Minnesota, who does so 30% of the time
- House Republican: Walter Jones of North Carolina, at 33%
- Senate Democrat: Joe Manchin of West Virginia, at 25%
- Senate Republican: Susan Collins of Maine, at 27%
